The length of road intervention within phase 1 is about 9+770.0 km. Works are carried out according to the existing building permit: CLASSES: UP/l-361-03/19-01/000327, REF. NO : 2117/1-23/2-5-20-0010 of 6.5.2020, CLASS: UP/l-361 -03/21 -01/000202, REF. : 2117/1-23/2-5-21-0006 of 15.06.2021 In the process of amending the building permit, which requires a building permit for phase 1 which is the subject of this procurement and the subject of secured EU funds, from 1+970,00 to 11+740,00. The dynamics of the execution of works is according to the dynamics of resolving property transactions: Cadastral Municipality of Pupnat, Cadastral Municipality of Račišće, Cadastral Municipality of Žrnovo and part of the maritime domain. The holder is the Client - County Road Administration in the Dubrovnik-Neretva County. 2. The project envisages works on the project ‘Agglomeration of Račišće, waste water drainage system Račišće – Phase I’ and ‘Waste water drainage of Žrnovo – 1’. Phase" of the investor NPKLM Vodovod d.o.o. Korčula. The works are carried out according to the building permit CLASS: UP/I-361-03/23-01/000049, Ref. No: 2117-23-2/5-23-0020 of 3.8.2023 and CLASS: UP/I-361-03/22-01/000219, REF. NO: 2117-23-2/5-23-0029 of 19.01.2023 The holder of this part of the project is NPKLM vodovod d.o.o. Korcula The works in question are carried out according to the Cost Book, which is an integral part of this Procurement Documentation. The works were merged into a single procurement procedure for their spatial and temporal connection and more efficient coordination of performance. The contracting entity did not divide the subject of the procurement into lots because the reconstruction of ŽC 6224 (Phase I) and the works on the drainage systems of Račišće and Žrnovo, according to the place and time of completion, form a single technical and performance unit: they are carried out in the same area and require compliance of all types of construction works. Both projects are carried out in the same cross-section of the road, so they can be built operationally by one contractor, while two contractors on the same cross-section would slow down or prevent the execution of works, with the risk of interfering with each other and shifting responsibility for time and quality. One contractor ensures alignment of dynamics, unique responsibility and more economical organization of construction sites. Competition is not restricted because they are normal civil engineering works carried out by a wide range of economic operators in an open procedure with proportionate selection conditions, with permissible joint tendering and subcontracting allowing the participation of small and medium-sized undertakings.
