What the buyer is looking for
The purpose of this above-threshold public supply contract awarded in a negotiated procedure with publication pursuant to the provisions of Section 60 et seq. The PPA is the conclusion of a contract for the supply and provision of the operation, maintenance and development of a comprehensive IT system of the item bank of test tasks (hereinafter referred to as ‘the item bank’). The solution aims to replace the existing fragmented evidence with a modern, secure and centralised digital platform that ensures high quality and transparency of testing processes. Main functional units and modules: The supplied software shall cover the complete life cycle of testing through the following modules: 1. Test task preparation and review module – the life cycle starts with the creation of test tasks that authors create and send them for verification among reviewers and possibly guarantors in the field.…

… In the preparation of the test tasks, the authors will be able to use artificial intelligence. 2. Test task module/bank – once the test task has been approved, it will be included in a pool of approved tasks, from which it is then possible to select items for the tests, check psychometric data (if the task has already been used in the test) or possibly trigger the possibility to revise the question again. 3. Test building module – based on the input, the user selects the appropriate questions for the test from the list, again using artificial intelligence, which, for example, checks the suitability of the test and, if necessary, draws attention to the redundancy of the questions or questions that explain each other. 4. Test module – the user selects the test created here and wants to share it with the selected candidates in the form of a test. After the test, the module evaluates and analyzes the test and individual questions. Information from the analysis of the sub-questions is written back to the test task bank for possible reassessment. Use of Artificial Intelligence (AI): A key part of the solution is the integration of elements of artificial intelligence, which will serve as a support for authors in creating questions, predicting difficulty, identifying duplicates or logical contradictions in tests and optimizing the structure of test sets based on historical data. Technical and safety requirements: • Interoperability: The system must have an open interface (API) for connection to university systems, healthcare facilities and e-learning platforms. • Security: The solution must meet cybersecurity and GDPR standards, including two-factor authentication (MFA), data encryption (at rest and in transit) and detailed audit logging. • Infrastructure: The subject of performance also includes the delivery of appropriate hardware equipment (servers, disk storage) and network elements necessary to ensure high availability and redundancy of the system. Part of the performance is also the integration of the system into the existing ICT infrastructure of the client, training of individual user roles (administrator, author, reviewer, analyst) and providing technical support during the project sustainability period.
