… reserves the right not to acquire the maximum number of student working days. The tenderer is invited to submit his/her own reasoned proposal on the content, structure and implementation plan of the training. The target group for the assessment of the starting level of language proficiency is primarily unemployed persons or persons at risk of unemployment who have moved to Finland permanently within the scope of the Integration Act and who are in need of literacy training or integration training. The target group of integration training is primarily the unemployed or those at risk of unemployment, immigrants within the scope of the Integration Act and those in need of integration training, or those who have moved to Finland on a permanent basis, who, at least in their mother tongue, are literate, but need to strengthen their language skills in Finnish in order to be able to enter employment or vocational training. The implementation of the training must comply with the current principles of the OPH's curriculum for integration education. The initial language proficiency assessment to be put out to tender is specified in the detailed service description appended to the invitation to tender (Appendix: Service description, language proficiency baseline assessment). A report on the actual student work days must be submitted monthly to the client. The estimated total value of the acquisition, including option periods, is approximately EUR 2,200,000 (VAT 0%). The declared value is an estimate and the subscriber does not commit to certain volumes of purchases or use of the service during the contract period. The service is provided according to real needs. A procuring entity selects one (1) supplier/procurement sub-area with which to conclude a contract. The contracting entity reserves the right not to acquire the training specified in this invitation to tender. The procurement is divided into two (2) sub-areas: Sub-topic 1: Integration training Sub-topic 2: Assessment of the initial level of language proficiency Selection shall be made on the basis of the best value for money, based on the best price-quality ratio. If the comparison of the offers leads to equal points or the prices of the offers are the same, the winner will be determined by drawing a draw. Parallel bidding is prohibited. If the bidder makes parallel bids, only the latest bid received will be taken into account in the bid comparison.
