The purpose of the consultancy service is to prevent health and safety problems by supporting health and safety efforts in companies, on construction sites and in service work. … knowledge about prevention, so that activities can be initiated in their own companies and on construction sites. The Contractor shall have overall responsibility for organising, staffing and managing the consultancy service and for carrying out the activities within the requirements and framework established by the Contracting Authority. The supplier must be able to ensure consistency in methods and guidance throughout the contract period. The contracting entity shall define the general methods and approaches to be used in the implementation of the consultancy service. The tender is organised with a fixed financial framework of DKK 6,000,000 excluding VAT. Tenderers shall compete on the basis of the volume, quality and method offered within the prescribed financial framework, as well as on the experience and capacity made available for the performance of the contract. The offered volume becomes binding on the winning Tenderer and constitutes the minimum volume to be supplied by the Supplier within the relevant financial framework. The detailed requirements for the content and implementation of the services are set out in Annex 1 – Requirements specification, while the requirements for the Tenderer's tender and the Contracting Authority's evaluation thereof are set out in the respective tender and evaluation annexes. The tender is not divided into lots. The contract is offered as a single contract for the whole of the described service. The reason for this is that the task constitutes a single and uniform service, which is best performed in a single agreement. A splitting of the contract is considered to result in a loss of economies of scale, increased contract administration and higher costs for the Client. At the same time, it is estimated that the market can provide the full service as a whole and that a split would not increase competition or quality. This lack of division is in accordance with Section 49(2) of the Public Procurement Act, as the Contracting Authority has given reasons for not splitting the contract.
