What the buyer is looking for
The City of Porvoo (hereinafter also referred to as the "Subscriber") requests offers for expert services in infrastructure and zoning. The subject-matter of the contract is described in more detail in Annex 3 (description of the subject-matter of the contract). The competition is divided into five (5) sections. Tenderers may submit tenders for one, several or all of the lots. The sub-areas and their maximum values, as well as the maximum number of suppliers per sub-area of framework contracts, are: 1. General, street and building planning of streets and public areas, with a maximum value of EUR 7 000 000, a framework agreement for a maximum of eight (8) service providers; 2. … framework agreement for a maximum of six (6) service providers; 4. stormwater surveys and plans, with a maximum value of EUR 1 000 000, a framework agreement for a maximum of six (6) service providers; and 5. Geotechnical surveys with a maximum value of EUR 1 000 000, framework agreement for up to six (6) service providers. All areas may include site service related to the plans during the implementation phase of the projects. The persons named in the tender must, if necessary, participate in the practical implementation, planning and meetings of the projects within the scope of the contract. Plans related to all tasks must be drawn up in Finnish. The operating model of the framework agreement is described in more detail in the draft framework contract annexed to the invitation to tender. The Agreement is valid for a fixed term of two (2) years from the date of signature of the Agreement. After the fixed-term contract period, the Subscriber has the right to extend the contract period with a maximum of one (1) two (2)-year option or until the maximum value per area of the framework agreement has been reached. The client shall make a sub-area-specific decision on the exercise of the option period no later than four (4) months before the end of the fixed-term contract period. However, the Framework Agreement shall expire no later than four (4) years after the entry into force of the Framework Agreement. Irrespective of the term of the contract, the contract expires without notice when the maximum value per sub-area has been reached. The contract does not include a quantity purchase obligation for the Customer. The Customer purchases the Service as needed. The Agreement does not grant the Service Provider an exclusive right to provide the Service. Other branches of the City of Porvoo, public utilities and companies and corporations in which the City of Porvoo exercises control or joint municipal authorities in which the City makes a significant financial contribution may, if they so wish, make acquisitions under the terms and conditions set out in this Agreement.
