Negotiations may include, for example, the terms and conditions of the contract and the requirements of the subject of the contract. For greater certainty, as a result of the negotiations, the minimum standards may be increased, but not removed. No compensation shall be paid to candidates for participating in a procurement procedure or preparing a tender. A maximum of 3 candidates will be selected for the negotiated procedure. If there are more than three candidates who meet the suitability requirements, the contracting entity shall select the candidate for participation in the negotiated procedure on the basis of the criteria set out in the reference form annexed to the invitation to participate. DISTRIBUTION OF PROJECT IN SUBJECT The procuring entity has assessed that it is not possible to carry out the procurement as separate parts (i.e. splitting into lots) in this procurement because the subject matter of the procurement constitutes a service package that is technically, functionally and qualitatively interconnected and that is distributed to several independent parties.
