The target of the procurement is a centralised and unified solution that supports the City of Helsinki's strategic goals in data utilization, digitalisation and knowledge-based decision-making. The solution is intended for use by the City of Helsinki's industries and public utilities. The ready-made solution must be implemented as a SaaS service (cloud-based solution). … capabilities in the management of data descriptive data, i.e. metadata, which makes it difficult to get an overall picture. Several standardised metadata models are used, but their application and management vary, making data sharing and integration more difficult. Metadata is not centrally managed and there is no framework for it. Data ownership practices vary from one administration to another, which can affect the sharing of data, the maintenance of its quality, and the definition of responsibilities. This prevents the efficient use and sharing of data between different administrations and leads to a strong personal understanding of data, which poses risks to the continuity of data management. Even though financial and HR data in particular are already shared, the city's extensive data assets are not fully utilised. There is so much data that its potential is not always seen, and the sharing of information does not take place systematically or on an urban level. Some of the city's older systems do not support modern BIM and integration needs, while newer systems do. The management of vocabulary is mainly decentralised by administration, and there is no centralised management model in place. This complicates the consistency of information. In addition, the flow of data between systems is not fully controlled. Transferring data between different systems can be challenging, which can lead to loss of data, incorrect data or delays in decision-making. In order to solve these challenges, the City of Helsinki has launched development work on information management, including the acquisition of a shared data catalogue. The purpose of the data catalogue is to provide a centralised solution for the management, findability and comprehensibility of the city's data assets. The purpose of the solution to be procured is to support knowledge-based decision-making. The contract is valid for a fixed term of two (2) years from the date of its signature. Subsequently, the contract will remain in force until further notice. The subject of the contract is described in more detail in this invitation to tender and its annexes. The City of Helsinki does not commit to any procurement volumes.
