In connection with Article 12(1)(1) of the PPA, the contract is intended for the award to specialised enterprises or cooperatives of persons with disabilities or economic operators whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons, as its subject matter is included in the List of goods and services in accordance with the Common Vocabulary of Vocabulary approved by Decision № 591 of 18 July 2016 of the Council of Ministers, within the meaning of § 2(46) and (62) of the Additional Provisions (AD) of the PPA. In this context, this public contract qualifies as a ‘reserved public contract’. Deliveries are carried out at the request of the contracting authority, which determines the quantity and type of materials subject to the specific delivery. The contracting authority has indicated the minimum quantity (number) of each type of advertising material to be ordered in the specific order. The minimum quantities shall be used to determine the unit prices by the tenderers.
