What the buyer is looking for
The subject of the procurement is the acquisition of a maximum of five (5) rescue CBRNE reconnaissance vehicles as defined in the invitation to tender and its annexes. The procurement includes vehicle, bodywork, equipment, accessories and protective equipment packages, as well as obligations related to commissioning, training, roadworthiness testing, registration, delivery and documentation. The aim of the procurement is to implement a nationally harmonised entity that supports cooperation between rescue services and ensures technically and functionally compatible material readiness. … for tenders. A maximum of five (5) vehicles can be ordered on the basis of the purchase. The organisation ordering the vehicle will conclude its own separate procurement contract and written order with the selected supplier. Participation in a procurement does not in itself oblige the organisation to conclude a contract or order. The procurement is planned to take place in two phases: In phase 1, a total of three (3) vehicles will be procured for use in the rescue cooperation areas of Northern Finland, Eastern Finland and Western Finland. According to the current implementation and financing plan, the organisations ordering vehicles are the North Ostrobothnia Welfare Region, the North Savo Welfare Region and the Southwest Finland Welfare Region, so that each organisation can order one (1) vehicle. Stage 1 vehicles shall be accepted no later than 30 November 2027. In phase 2, a total of two (2) vehicles can be purchased for use in the rescue cooperation areas of Inland Finland and Southern Finland. According to the current implementation and financing plan, the organisations ordering vehicles are the Pirkanmaa wellbeing services county and the City of Helsinki Rescue Department, so that each organisation can order one (1) vehicle. Stage 2 vehicles shall be accepted no later than 30 November 2029. In addition, the ordering of Stage 2 vehicles requires that the relevant ordering organisation has been granted an adequate government grant or other funding for the procurement and that the financing decision enables the ordering of the vehicle in accordance with the call for tenders and the procurement contract. The ordering organisation is not obligated to place an order if sufficient funding is not granted, the terms of the financing decision do not allow the procurement or the implementation of the procurement would be substantially altered due to the financing decision.
