What the buyer is looking for
The tender includes the acquisition, establishment and subsequent service, i.e. application operation, support and maintenance, of a common SRO/SCADA system for the Ordering Party's 20 utilities, as well as physical replacements of electrical equipment at 12 facilities. The delivery is carried out as a turnkey contract consisting of system, application operation and physical replacement. The acquisition also includes hourly consultancy services for the entire duration of the contract. The aim is to establish a uniform and operationally stable platform for monitoring, control and regulation in electricity, water, heat and facilities, as well as ensuring access to reliable operational data. … area comprising five substations. •The heating area includes seven heating systems, three pump or booster stations and ten network measuring points. •Facility area comprising the building management at the GEV headquarters. The environment also includes 30 Siemens PLCs, 15 Schneider Electric PLCs and other automation equipment. The system delivery includes the establishment and commissioning of the common SRO/SCADA system with necessary programs, licenses and components. The system is established on GEV’s IT infrastructure and connected to the relevant facilities and systems. The existing PLC and automation systems will be integrated with the new common SRO/SCADA platform. For Designated Facilities, existing physical TAG marking is maintained even if it deviates from the GEV TAG standard. In these cases, the solution must support unambiguous mapping between the physical TAG marking and the corresponding TAG IDs in the Solution. The service delivery includes application operation of the SRO/SCADA application, monitoring, support, maintenance, bug fixes, updates and further development. The delivery also includes necessary training and documentation. At 12 plants, the delivery includes the dismantling and disposal of existing components as well as the replacement or establishment of, among other things, switchboards, PLCs, connections, UPS systems and frequency inverters. The documentation concerned, including signal lists and technical diagrams, shall be updated. The delivery is carried out in stages per plant and includes clarification, establishment, training, documentation, installation, tests and commissioning. The supplier must ensure that the system, service and physical work together constitute a functional solution. GEV Holding A/S conducts the tender on behalf of the following group companies: Grindsted Elnet A/S, GEV Varme A/S and GEV Vand A/S. In connection with the application, the applicant must fill in the European Single Procurement Document (ESPD) in the tender system with the required information.
