The LZN, as the contracting authority and the single access point, is entitled to conclude individual contracts on the basis of this framework agreement. In order to fulfil its tasks as a central service provider for the direct administration of Lower Saxony, it will make use of services under this framework agreement. Under this responsibility, the contract includes the conclusion of a framework agreement with a company (§ 21 VgV) for the supply of folding warning beacons with light modules for all police departments in Lower Saxony, including the Lower Saxony Islands. … LZN shall inform the Contractor of the delivery address and the contact details required for dispatch and delivery, which shall be assigned to one of the authorised entities. By mutual agreement between the contracting authority and the contractor, during the entire duration of the framework agreement with the contractor, the recipient bodies may be supplemented in text form by departments of the direct Lower Saxony regional administration and other public bodies which have concluded a supply or service agreement with the LZN, provided that this does not exceed the overall estimate of needs used. The inclusion of additional recipients has no impact on the maximum volume of the framework agreement set out in point 1.5. Invoicing takes place exclusively vis-à-vis the LZN as client and contractual partner.
