What the buyer is looking for
The IGC's agreement on the electricity production reserve expires at the end of 2026. At the end of the contract period, the IGC will need to procure a new corresponding or equivalent type of production reservation procedure. The procurement is based on the production reservation arrangement provided for in section 13 of the Security of Supply Act (1390/1992). The aim of the IGC is to create a production reserve package consisting of several suitable installations and a single operator (operator). In the desired operating model, the operator: - designs and collects the plant stock with sufficient power generation capacity in close cooperation with the IGC - maintains the entire contract stock and develops the performance of the plant stock in accordance with the plans made with the IGC - is responsible for the maintenance and readiness of the plants in accordance with the agreement on the production reserve (including fuel purchases) - acts as the central operator and electricity market operator of the whole when the production reserve is used - maintains the necessary up-to-date reporting to the IGC on the performance, costs and development needs of the whole In Laua, the supplier's ability to produce the necessary organisational and technical capability from the operator, taking into account the requirements of normal and exceptional conditions, and the ability to integrate sufficient capacity into the whole is assessed. In addition, the supplier's ability to operate capacity nationwide and maintain the plant base in Finland, as well as its proven ability to act reliably and responsibly as an electricity market operator, are taken into account in terms of quality. The supplier's remuneration will consist of a service management element. At the tender stage, the weight of the quality will be in the range of 60-70% and the weight of the price 30-40%. The quality will assess, for example, the extent of distributed operation and maintenance operations. The target contract period is estimated to be a total of 10 years. The decomposition of the contract period into the actual contract period and options is the subject of negotiation. This is a request to participate, from which a maximum of three participants will be selected for the call for tenders.
