De Concessie Zutphen-Hengelo-Oldenzaal start op 10 december 2028 en kent een looptijd van 4 jaar en kan maximaal twee keer met één jaar worden verlengd. Deze Concessie geldt als een overbruggingsconcessie. Gedurende de looptijd van de Concessie beoogt de Concessieverlener elektrificatie van het traject te realiseren. Ten tijde van de initiële publicatie van dit Beschrijvend document voert ProRail hiervoor een planuitwerking uit. Na afloop van de Concessie beoogt de Concessieverlener in een opvolgende concessie elektrische Treinen in te zetten. De Gedeputeerde Staten van Overijssel en Gelderland zijn (ieder voor haar grondgebied) verantwoordelijk voor de Concessie Zutphen-Hengelo-Oldenzaal. Deze Concessie wordt aanbesteed middels een openbare Europese procedure. De Provincie Overijssel zal als penvoerder optreden gedurende de aanbestedingsprocedure. Zie aanbestedingsstukken.
