Die Behörde für Justiz und Verbraucherschutz beabsichtigt, eine für den Justizvollzug nicht mehr benötigte Teilfläche des aktuellen Geländes der JVA Fuhlsbüttel freizuziehen. Zu diesem Zwecke ist geplant, die sich auf der Teilfläche befindlichen Nutzungseinheiten der Anstalt durch die Realisierung zweier Neubauten auf die weiterhin genutzte Fläche zu verlagern. Die aktuelle Versorgungsstruktur der JVA Fuhlsbüttel sowie die Wegeführungen auf dem Anstaltsgelände sind aufgrund des Freizugs der Teilfläche anzupassen. Zur Abgrenzung der verbleibenden Anstaltsfläche gegenüber der freizuziehenden Teilfläche ist außerdem die Außensicherung der JVA Fuhlsbüttel in Teilen neu zu planen und zu versetzen. Hierfür sind einige Bestandsbauten der Anstalt vollständig oder in Teilen zurückzubauen Am Standort der JVA Fuhlsbüttel sollen zwei Ersatzneubauten erstellt werden; ein Ausbildungsgebäude (A), dieses zentral auf dem JVA-Gelände, sowie ein Garagen- und Verwaltungsgebäude (B) mit Anbindung an eine Bestandspforte. Die jeweils viergeschossigen Neubauten werden als Mischkonstruktion aus Mauerwerk, Ortbeton und Betonfertigteilelementen, ohne Unterkellerung mit einer Sohle aus WU-Beton erstellt. Die Außenhüllen der Gebäude werden mit Verblendsteinen bekleidet und erhalten ein Satteldach als Pfettendach aus Nadelholz mit Metalldacheindeckung. Sämtliche Fensteröffnungen werden vergittert, Gegenstand der Ausschreibung sind Schlosserarbeiten / Fenstergitter.
