Predmetno javno naročilo se izvaja kot skupno javno naročilo za potrebe Občine Gorenja vas - Poljane, Krajevne skupnosti Gorenja vas, Krajevne skupnosti Poljane, Krajevne skupnosti Javorje, Krajevne skupnosti Sovodenj, Krajevne skupnosti Trebija, Krajevne skupnosti Lučine in Zavoda Poljanska dolina (v nadaljevanju skupaj: naročniki). Naročniki so za izvedbo postopka skupnega javnega naročila pooblastili Občino Gorenja vas - Poljane (v nadaljevanju: pooblaščeni naročnik), ki v njihovem imenu in za njihov račun vodi in izvede postopek oddaje javnega naročila v obsegu danih pooblastil. Javno naročilo je razdeljeno na osem (8) sklopov. Posamezni sklop predstavlja dobavo električne energije za merilna mesta posameznega naročnika. Posamezni naročnik bo z izbranim ponudnikom za svoj sklop sklenil samostojno pogodbo o dobavi električne energije.
