Pirkanmaan kirjastojen yhteistoimintasopimukseen sitoutuneiden kuntien yleiset kirjastot (PIKI-kirjastot) ovat tilanteessa, joissa painetun kirjallisuuden hankintasopimukset ovat päättymässä, ja uusi kilpailutus on ajankohtainen. Kuntien yhteinen tahtotila on kilpailuttaa painetun kirjallisuuden hankinta PIKI-kirjastojen yhteisenä hankintarenkaana. Tampereen kaupunki valmistelee hankintaa PIKI-kirjastojen yhteistoiminta-sopimuksen mukaisesti. Kyseessä on hankintalain 26 § 1 mom. 2-kohdassa säädetyn EU-kynnysarvon ylittävä tavarahankinta, joka toteutetaan julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (1397/2016) 32 §:n mukaisena avoimena menettelynä. Kyseessä on usean toimittajan puitejärjestely. Hankinta on jaettu suomenkielisen ja muunkielisen kirjallisuuden osa-alueisiin. Kuhunkin osa-alueeseen valitaan viisi (5) toimittajaa tarjousten vertailussa muodostuvan etusijajärjestyksen mukaisesti. Mikäli osa-alueella on vähemmän kuin viisi (5) soveltuvuusvaatimukset täyttävää tarjoajaa tai hyväksyttävää tarjousta, puitejärjestelyyn valitaan kaikki kyseisen osa-alueen soveltuvuusvaatimukset täyttäneet tarjoajat, jotka ovat jättäneet tarjouspyynnön mukaisen hyväksyttävän tarjouksen. .
