Le projet comprend le dévoiement de la RD39, la création d'un giratoire à l'entrée du lac, l'aménagement du nouveau parking Mas Richemont, le recalibrage de la RD39 côté Pollestres avec la création d'accotement et la réalisation d'une piste cyclable pour supprimer une discontinuité avec le lac. Le Conseil Départemental, dans un souci de promotion de l'emploi et de lutte contre l'exclusion, s'est engagé dans une politique volontariste d'insertion des personnes à la recherche d'un emploi ou en voie d'exclusion. Pour cela, il a décidé de faire appel à ses partenaires privilégiés que sont les entreprises, afin de favoriser l'accès à l'emploi de ces personnes, à travers la mise en oeuvre de la clause d'insertion professionnelle ("clause sociale"), condition d'exécution du marché qui s'impose au titulaire selon les dispositions fixées par le contrat.
