… of generated statements in verifiable sources, the structured processing of complex documents and the rule-based examination of contract content. The software must provide the following core functions. Legal research: The software must be able to answer complex legal questions based on relevant legal sources. Each generated statement must be traced back to specific, verifiable sources (in particular laws, case law, commentary literature) and made transparent to users. KfW regards integrated access to curated legal databases as a quality-enhancing feature. The software must also be able to work with documents and internal knowledge bases provided by KfW. Document analysis and contract evaluation: The software must be able to process and evaluate documents, including complex structured contracts, tabular content and scanned documents, without losing essential structural information. This includes the ability to systematically and fully compare contract content against predetermined audit standards. Copywriting and design support: The software must support the preparation and revision of legal texts, in particular draft contracts, notes and opinions. Proposals for amendments must be immediately recognisable in the document; a mere provision of generated text for manual adoption by users does not meet the requirements. The software complements general AI software already in use at KfW. The new software will operate as a stand-alone tool and will use a model infrastructure provided by the contractor. The software is expected to achieve significant efficiency and quality gains in day-to-day legal advice, document creation and review, and recurring standard legal tasks. Without prejudice to the provision of the Software as a Service (SaaS) as described in this document and any rights of use granted for this purpose, the provision of the Software must be made in such a way that it at least satisfies the purpose of use. For this purpose, KfW is entitled to at least the rights of use that are necessary to fulfil the purpose of use. The Contractor is therefore liable for the following services: (a) provision of software with the functionality, (b) implementation of a project to introduce the software, (c) operation as SaaS, (d) provision of additional services as required, (e) termination support. Further details can be found in the "Terms of Reference" and in particular in the "Must and Can Criteria" as set out in the Annex to the Terms of Reference.
