Ishal 1 in Gentofte Sportspark is the largest and most used of the ice rinks in the Gentofte Sportspark facility. It serves as the home ground for Gentofte Stars, is used for both ice hockey, figure skating and public skating, and is known for its good ice, large grandstand and central location in the sports park. … includes both structural, technical and functional improvements. The reuse of elements and techniques from current ice halls will be included, which as far as possible will be reused and incorporated as part of the upcoming renovation/modernisation if their condition is assessed as similarly new or newer. Reference is also made to the tender documents annexes, including the Project Description. For the realisation of the entire project, it is assumed that Gentofte Municipality continuously approves the phases of the project, including, among other things, the initiation of civil works, and grants the necessary funds for this purpose. For the realization of the project, there is a need for comprehensive advice, and it is this contract that is hereby offered. The advisory task includes technical advice and assistance in the preparation of a building programme, outline proposals, project proposals, public authority projects, tender and execution projects, technical supervision, construction management, AMK (P+B), project follow-up, handover and handover to operation and 1st year's inspection, cf. Annex 1.1. The contracting entity will award the contract to the tenderer who, on the basis of the award criterion ‘Best price-quality ratio’, has submitted the most economically advantageous tender. The tendered contract is based on ABR18 terms with the derogations set out in the draft contract, see Annex 1, and will be awarded to one tenderer. The tendered contract is expected to be performed between December 2026 and December 2029 (excluding services related to final defect handling, 1 year inspection) For a detailed description of the tendered task, the Contracting Authority refers to the complete tender documentation available: https://node1.field.dalux.com/service/redirect/client/ten/TID-485708105343051537/en-dk/public/tender/TID-485708105343051537 The tender is conducted as a negotiated procedure pursuant to Section 61 of the Public Procurement Act (Act No 1564 of 15 December 2015 as amended), as it is crucial for the realisation of the project to ensure a well-functioning cooperation between the contracting authority and the client advisor (BHR), and where the nature of the contract and the stage of the project, where central advice is offered early, necessitates a flexible tendering process where it is possible to clarify and qualify the tenderers' understanding of the task through negotiations. The purpose is to ensure that a contract is entered into with the advisor who best matches the content of the task and the requirements for a trusting and close collaboration throughout the project process. The tendering procedure means that all interested economic operators may apply to participate in the tendering procedure. However, only candidates selected by the Contracting Authority (pre-qualifying) and invited to submit a tender may submit a tender. The contracting entity expects to prequalify four applicants. The contracting entity expects to hold 1 round of negotiations, the contracting entity reserves the right to make awards on the basis of submitted initial tenders. The contracting entity may only prequalify and award the contract to operators who meet the suitability requirements laid down in the call for tenders and who are not covered by the grounds for exclusion. The client has chosen the contract form Total Consultancy and thus not divided the services into several lots because the project includes both high complexity
