What the buyer is looking for
The Province of Zuid-Holland has a large number of objects in its area, see overview in Annex ‘Overview of outdoor locations of the Province of Zuid-Holland’. Access to those objects is, at the moment, secured in several ways. For example, the identification for access to buildings takes place with a pass and/or physical keys. Managing access to objects, especially where key access is regulated, is labour-intensive and inefficient. In addition, there is insufficient overview of where keys have been issued and who has keys under management. Partly because of this, there is insufficient control over who accesses secure objects of PZH. The purpose of this tender is to conclude an agreement with one supplier for the execution of the scope (see section 2.5) for access control of the objects of PZH. This includes being able to authorize access to objects in a transparent manner and effecting authorisations, recorded and managed in an intuitive system that makes management easier, simpler and more efficient. These objectives have been translated by the Contracting Authority into the demarcation of the Assignment, the requirements imposed on its execution, the requirements imposed on Entrepreneurs to be eligible for the Assignment, the way in which Candidates are selected and ultimately the most economically advantageous Tender is chosen.
