Plots This contract is not divided into lots. Purpose The conclusion of a framework agreement with one contracting party for the provision of postal services for the municipality of Breda. This framework agreement will be concluded for a period of 2 years. The effective date of this framework agreement is 1 February 2027. By mutual consent of the parties, the client has the right to extend this framework agreement twice (2) on the same terms and conditions, each time for a period of one (1) year. The maximum duration of the framework agreement is therefore four (4) years. Decisions on such extension(s) shall be taken on the basis of an evaluation of the performance of the service provided. Award and motivation The contracting authority awards the contract to the tenderer on the basis of the lowest price award criterion, because the service requested is fully, objectively and unambiguously specified in the Programme of Requirements, the Service Level Agreement (SLA) and the Framework Agreement. The required quality of service is fully laid down in minimum requirements, performance requirements, KPIs and contractual conditions with regard to, among other things, delivery quality, order quality, election post, complaint handling, management reports, continuity, traceability, information security and sustainability. All tenderers must comply unconditionally with these requirements. The contracting authority considers that this does not allow tenderers to distinguish themselves substantially on quality without deviating from the requirements laid down. The contracting authority intends to award the contract to the tenderer who has submitted a valid tender and has offered the lowest total tender price. Maximum contract value The maximum contract value under this agreement is set at € 2,000,000,- over the term of the agreement, including renewal options. No rights can be derived from the aforementioned amount. No purchase obligation applies to the client. Should the maximum contract value be exceeded during the term of the framework agreement, the framework agreement will be terminated (earlier).
