DPS is established for the supply of different types of medicinal products for the needs of “MBAL-Svoge” EOOD. The quantities specified in the Technical Specification are estimated and do not give rise to obligations for the Contracting Authority to assign them in the estimated volume. The actual performance of the public procurement will be determined on the basis of the medicinal products actually delivered, within the limits of the financial resource. The DPS is carried out in two phases. FIRST STAGE OF THE DYNAMIC PURCHASE SYSTEM – COLLECTION OF APPLICATIONS FOR PARTICIPATION Qualification of suppliers (admission of suppliers to the system). Requests to participate are collected at this stage. Requests to participate (ESPD) shall contain information on the personal situation of the candidates and the selection criteria. … After the initial deadline for submission of applications, the Contracting Authority will consider the newly received applications twice a month. After each examination of the applications, the Contracting Authority shall issue a selection decision by which the qualified suppliers join the DPS. The examination of the initial requests for participation will be carried out within 10 working days of the deadline for submission of initial applications, after which the Contracting Authority shall determine by a selection decision the qualified suppliers. After the entry into force of the selection decision, a second stage of the procedure follows. SECOND STAGE OF THE DYNAMIC PURCHASE SYSTEM – COLLECTION OF OFFERS BY SPECIFIC INVITATION After admission to the DPS, applicants should be sent an invitation to tender for a specific public procurement to these suppliers. The offers contain a technical and price offer. For the award of contracts in the second stage, the Contracting Authority shall announce separate restricted procedures within the DPS.
