… qualification requirements, i.e. the winner of the tender is the first-placed participant of the project proposal, with whom the contracting authority, in accordance with the provisions of Article 71(4) of the Law on public procurement, intends to conduct unannounced negotiations after the tender (see the conditions of the design contest). The Objects of the Tender are not divided into lots – the Supplier must propose the Objects of the Tender in full.
