… electronic platform. The DPS period is 36 months. The dynamic purchasing system shall be open throughout its duration to any candidate who fulfils the selection criteria. Access to and participation in it shall be free and free of charge for all interested parties. The term of contracts concluded on the basis of restricted orders within the DPS is for a period of 12 /twelve/ months. The Dynamic Purchasing System (DPS) is carried out in stages. According to Article 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit applications for participation and qualified (allowed) candidates submit tenders. The DPS is managed as a fully electronic process and is open throughout the lifetime of the purchasing system to any economic operator (executing authority/AE) that meets the selection criteria. These selection criteria are also exclusion criteria. The Contracting Authority shall provide full, unrestricted and direct access to the documentation under this procedure through the Centralized Electronic Platform, referred to as the "Platform". Applications and tenders must be prepared and submitted in accordance with the requirements of Article 101 of the PPA and Article 47 of the PPZOP, within the time limit specified in the notice. Each application and each tender shall be submitted in the system of CAIS GPP First stage /initial collection of requests to participate/: Qualification of suppliers (admission of suppliers to the system). At this stage, requests to participate are collected. Applications for participation (ESPD) contain information on candidates' personal situation and selection criteria. Deadline for submission of initial applications: 26 July 2024. The initial requests to participate will be examined within 10 working days of the deadline for submission of initial applications. No invitation for a specific contract will be issued until all initial applications have been considered. Applications may also be submitted after the deadline for initial applications, in which case applicants will receive invitations after their inclusion in the DPS has been approved. The procuring entity shall designate qualified suppliers by means of a selection decision. Following the entry into force of the Selection Decision, a second stage of the procedure follows. Second stage /collection of offers for specific calls/: A call for tenders for a specific procurement should be sent to those suppliers that have been qualified/allowed. Tenders contain a technical and price offer. Pursuant to Article 39(1) of the PPZOP, by submitting a tender, candidates are deemed to agree to all the terms and conditions of the contracting authority, including the period of validity of the tenders set by the contracting authority and the draft contract. No invitation to tender for a specific contract shall be issued until all initial applications submitted within the time limit indicated above have been examined. For specific calls, tenders will be ranked by a programme that will be accessible and free of charge to all candidates.
