The Dynamic Purchasing System (DPS) is carried out in stages. According to Article 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit applications for participation and qualified (allowed) candidates submit tenders. The DPS is managed as a fully electronic process and is open throughout the lifetime of the purchasing system to any economic operator (executing authority/AE) that meets the selection criteria.
