… the construction plan, or, in the case of newly identified owner(s), on the date of submission of the application for approval of the construction, if necessary; - to carry out construction works; - to ensure the related engineering activity during the execution of construction works, the result of which will be the provision of a final approval certificate or final approval certificates; - to prepare and deliver project documentation on the actual construction of the construction (hereinafter also referred to as the ‘subject of the contract’ in the relevant grammatical form). The contract is awarded on the basis of the task of Resolution of the Government of the Slovak Republic No 604/2025 of 3 December 2025 on the draft Action Plan for improving railway safety in Slovakia. The aim is to implement and implement the ETCS L2 BL3 system or higher version in the Varín - Výh railway station section. Paludza in parts of ŽST Varín (outside) - ŽST Vrútky skl. st., ŽST Vrútky skl. st. (outside) - ŽST Ľubochňa (outside), ŽST Ľubochňa - ŽST Liptovská Teplá (outside), ŽST Liptovská Teplá - Výh. Paludza, including integration into existing station and line safety equipment, telecommunications infrastructure and traffic control systems for traffic control personnel. This contract concerns part of ŽST Liptovská Teplá - Výh. Paludza. It is currently on the section of the railway line Liptovská Teplá - Výh. Paludza in the Paludza relay locking device. In the Liptovská Teplá railway station, the security device is electromechanical with light signals and electromotor switches for controlling switches, with a relay part operated by local dispatchers. On the section of the railway line Liptovská Teplá - Výh. Paludza is a bidirectional relay automatic block decentralized. In carrying out the subject-matter of the contract, the contracting entity shall require that ETCS L2 BL3 or higher be designed in the existing railway infrastructure in such a way that it requires only the necessary interventions on the existing railway network and its technological equipment. The guiding principle is to make maximum use of existing infrastructure and existing security devices, with new technological elements of ETCS L2 BL3 or higher being integrated in a way that minimises structural modifications and operational constraints. The proposed solution is to ensure the implementation of ETCS L2 BL3 or higher with ETCS backward compatibility of lower versions of BL2 and BL3 in accordance with the interoperability requirements of the currently applicable CCS TSI, while limiting the scope of construction and technological modifications to those that are necessary for the functionality of the ETCS system, in particular the installation of trackside elements, the establishment of control components and the provision of data communication. The proposed ETCS technology L2 BL3 or higher shall fully respect and take into account current station alarms, track-side alarms, level crossing alarms. In the design and implementation of the subject-matter of the contract, emphasis must be placed on maintaining the continuity of rail operations, minimising interventions in existing infrastructure and optimising investment costs while achieving the required level of safety, reliability and interoperability of the rail network.
