Systemy te mają za zadanie zapobieganie podtopieniom i zalaniom oraz ograniczanie skutków tych zjawisk, w szczególności powodzi błyskawicznych. Mają one spowalniać odpływ wód opadowych oraz je gromadzić (retencjonować) w już wykonanych zbiornikach retencyjnych.
