… from small group work to mass engagement - Integrated, secure 'sense making' artificial intelligence that makes the themes and tones of conversations visible and understands the Finnish language (also supports many other languages) - Integrated machine translator with support for 40+ languages for multilingual work, one-click secure identification without passwords and identifiers, with a versatile chat function (Super Chat) that bends to different ways of working - Ready-made widgets/functions for engagement (voting, chat, pulse, prioritisation, allocation, visual engagement, audit, task, appointment booking, video meeting, notepads, etc.) and content presentation (textext, image, videos, audio, files, embedding, live functionality) - interface, support services and training in Finnish (including English and Swedish) - SaaS service that is constantly evolving without customer-specific development projects and market dialogues conducted in November 2025. Only two suppliers participated in the market dialogue with whom the subject matter of the procurement has been discussed. Based on the discussions, it turned out that only the Howspace learning platform is suitable and meets the criteria of the subject of the procurement. The platform offered by Hoswpace is ready to be used according to Soite's needs directly without any implementation project or customisation based on the system service structure for each user individually, and the actual data storage location and customer interface do not depend on the selected modules. In addition, the solution does not require the management of large and complex media entities. The HowSpace evaluation has found that the application meets Soite's data security and data protection requirements, which have already been assessed through Soite's data protection and data security-based risk assessment. The use case defined in the content of the procurement may also require the processing of Soite's internal data, in which case special attention will be paid to the reliability of data security and data protection, the implementation of the data processing process and the location of data processing. From the point of view of Soite, it is essential that the information security or data protection documentation does not depend entirely on the selected modules and platform. Howspace learning software solution is acquired from Howspace Oy. The planned contract period for the acquisition is from 1 November 2026 to 31 October 2028 + an option period of 1 year. According to Soite, similar learning platforms are not available on the market. The estimated total value of the procurement for the contract period is approximately €102,000 (VAT 0%). The procurement exceeds the national threshold laid down in Section 25 of the Procurement Act. There are grounds for direct procurement in accordance with section 40.2 of the Procurement Act; for technical or exclusivity protection reasons, only a specific supplier can carry out the procurement and there is no reasonable substitute.
