"Description of the subject of the contract". The total estimated value of the procurement for the notional four years (VAT 0%) is EUR 2 500 000. N.B.: For budgetary reasons, a maximum price has been set for ongoing costs (SaaS fees, support and maintenance costs, and integration maintenance costs). The annual price for continuing costs (Annex 6, Price form, tab 1- Comparison price cell O60) must not exceed EUR 200 000 / year. Exceeding the maximum price is likely to lead to the rejection of the tender. PREPARATION OF PROJECT The contracting entity has prepared the procurement by assessing the alternatives available on the market and the competitive conditions, as well as the ways in which the procurement is carried out. The market consultation has consisted of extensive consultations with industry operators in writing and through market dialogue, as well as an assessment of different implementation models. The market survey has been carried out in such a way that no single supplier has been popular and the survey has been conducted fairly and transparently. The market survey notice was published in HILMA on 26 February 2026. 14 journalists registered for the market dialogue. In March 2026, a pre-assignment exercise was sent to registrants to map the functionalities of the systems on the market. Market dialogues were then continued with four suppliers. In March-April 2026, talks were held with three journalists to demo their systems. In addition, one editor demonstrated his system with separately delivered videos. In May 2026, suppliers were asked for further written explanations and in June 2026, the full draft invitation to tender and its annexes were sent to them for comments, followed by further clarifications from those who commented. The survey identified a number of electronic maintenance book systems on the market. Based on the market survey, it was found that the City of Espoo's need for energy management as a whole, as part of the maintenance book, demarcates the market. The findings of the survey have been used to define the subject of the procurement, to set the suitability requirements and to define the criteria for comparing the tenders. The principles of market prospection referred to in section 65 of the Procurement Act have been taken into account in the preparation of the procurement, and the contracting entity considers that the preparation supports the realisation of competition. The contracting entity has assessed the division of the procurement into lots. The contract is not subdivided into lots because the system and the related service which is the subject of the contract form a coherent whole, which it is not appropriate to subdivide into smaller entities. In addition, sharing would significantly increase the risks associated with integration, burden-sharing, deployment and integrated data management. The contracting entity considers that the non-division is justified taking into account the nature, method and appropriate implementation of the procurement.,
