On the basis of this procurement process, the suppliers with whom contracts for the provision of the above-mentioned services are concluded (framework contract) will be selected. The selection will be based on the criterion of overall economic advantage based on the best price-quality ratio as follows: Price, weight 40% (maximum 40 points) Quality, weight 60% (maximum 60 points) The quality score of the tender consists of: - Expert references of project managers (max. 30p) - Expert references of designers (max. 30p) The procurement comparison criteria and more detailed instructions for the disclosure of references are described in Appendix 5 of the call for tenders, Comparative criteria. The assignments will be ordered on the basis of a percentage distribution by component according to the best value for money. The percentage distribution follows the ranking of tenderers’ tenders in this call for tenders for the establishment of a framework agreement. The client may organise a mini-tendering procedure for each assignment among the suppliers of the framework contract under component 5, if the assignment - which is an assignment with a different content OR - is an exceptionally large, demanding or multidisciplinary assignment. The selection criterion for mini-tendering is the overall economic advantage, based on the best price-quality ratio. In a mini-tendering, the Subscriber shall simultaneously submit a call for tenders for the assignment in question to all the framework contract suppliers in Component 5, where the Subscriber shall request tenders for the works to be carried out. Mini-competitive procurements follow the contractual terms of the framework contract and, if necessary, the specified terms of the assignment. Orders ordered on the basis of mini-tendering are not included in the percentage distribution. The duration of the contract is from 1 January 2027 to 31 December 2028. The subscriber has the right to extend the contract period by one option period of two (2) years from 1 January 2029 to 31 December 2030. The decision to activate the option period is made by the subscriber. If the option is not exercised, the contract ends without notice at the end of the contract period. The estimated value of the procurement over the entire procurement period (including possible option periods), excluding VAT, is EUR 7 300 000 and the maximum estimated total value of the procurement is EUR 7 350 000., Component 1: Lighting design and regional and structural planning related to lighting The sub-area includes outdoor lighting design for public areas of the City of Helsinki. The sub-area may also include pre-piping of the communication network, as well as small electrical engineering design assignments in so far as they are intrinsically related to the outdoor lighting network. In addition to public outdoor lighting, planning assignments can be related to the lighting of sports fields in sports areas or the outdoor lighting of properties owned by the city. In addition to fairways, parks and squares, bridges and statues are also illuminated in Helsinki. Helsinki's outdoor lighting network includes about 1750 UV centres and about 100,000 light points, more of which will be controlled in the future
