Invitation to market dialogue: The Finnish Transport Infrastructure Agency is preparing the tendering of a new framework agreement on expert services in road maintenance. The current Framework Agreement for Road Information and Maintenance Expert Services 2024-2027 has been used by the traffic responsibility areas of the Finnish Transport Infrastructure Agency and the Centres for Economic Development, Transport and the Environment. … involve the analysis and modelling of register data and other datasets - expert tasks related to road maintenance in meetings, working groups, projects and other events - preparation of opinions and - other expert tasks related to road maintenance The final content, structure and operating model of the future framework agreement have not yet been decided. However, the estimated value of the acquisition is approximately EUR 2.0-3.0 million. The starting point is to focus the services to be procured on expert surveys carried out at the office and other expert tasks related to maintenance. It is also still open whether the procurement will be carried out for the needs of the Finnish Transport Infrastructure Agency alone or whether the framework agreement will also be used by the vitality centres. In the preparation, the participation of vitality centres in joint procurement has been examined separately. As part of the preparation of the procurement, the Finnish Transport Infrastructure Agency wants to examine the know-how, capabilities, capacity and interest of companies operating in the field of road maintenance to participate in future tendering. The aim of the market dialogue is to obtain information on the supplier market in the field and views on how the procurement can be carried out in order to provide the customer with the most appropriate and cost-effective know-how available on the market that meets the customer's needs as well as possible. In particular, we want to find out what kind of know-how the market has in different areas of road maintenance and how it would be appropriate to structure future procurement. One option under consideration is to subdivide the framework agreement into several areas. Possible separable entities could include, for example: 1. Expert services relating to road maintenance 2. Expert services relating to pavement and other repair of paved roads and road markings The division described above is at this stage only an option to be considered in the preparation.
