The customers of this procurement are the cities of Kangasala and Nokia and the municipality of Lempäälä (hereinafter "Subscribers"). The aim of the procurement is to increase the efficiency of the work, especially by reducing manual work, so that the focus can be on the subject competence itself. Reliability and modern system availability are sought from the system to be procured. … have their own systems. The City of Kangasala is responsible for supervising the municipality of Lempäälä in other respects, excluding appeals. Lempäälä Municipality's fees circulate through the City of Kangasala, i.e. the municipality of Lempäälä owns its own system, but the City of Kangasala uses it on behalf of the municipality of Lempäälä. The City of Nokia, the Municipality of Pirkkala and the City of Ylöjärvi have their own systems, but the City of Nokia owns the systems. The City of Nokia handles all the tasks related to parking control in Nokia, Pirkkala and Ylöjärvi. The City of Kangasala and the municipality of Lempäälä will continue to acquire their own systems as described above. The City of Nokia will acquire its own system for monitoring Nokia, Pirkkala and Ylöjärvi. The City of Nokia organises and manages parking control in the Nokia area and, based on the agreement, also in the Pirkkala and Ylöjärvi areas. The City of Nokia handles all the tasks related to parking control in Nokia, Pirkkala and Ylöjärvi and uses the system alone. Currently, the system is used as follows: City of Kangasala: - two (2) inspectors using the system and one (1) parking supervisor - 2400-2700 parking error fees are recorded annually, approximately 780 payment claims and 200-300 decisions on appeals are mailed to the municipality of Lempäälä: - two (2) inspectors using the system (from the City of Cangasala), one (1) draftsman of appeal decisions and one (1) parking controller - 450-650 parking error fees are recorded annually, 130-180 payment claims and 30-60 appeal decisions are mailed to the City of Nokia (incl. Nokia, Pirkkala and Ylöjärvi) - the system is used by about 2.5 htv (in man-years because there are several part-time) - parking error fees are recorded annually about 2800-3300 pcs and correction requirements about 180-250 pcs See the minimum requirements of the system from Annex 1 "Minimum requirements of the system" of the call for tenders. One (1) Supplier will be selected on the basis of competitive tendering. The actual contract period is 48 months. Optiona contract can be converted into an open-ended contract. Optiona The Subscriber has the right, but not the obligation, to enable the vehicle transfer feature. Optiona Customers have the right to introduce new functionalities as the system develops based on this tendering.,
