Each procurement shall include: project planning, implementation planning, preparation of contract calculation material and planning tasks during construction. The aim of project planning is to produce the plans, impact assessments, cost estimates and implementation and phasing options needed to make a project decision. The aim of the implementation planning is to draw up the plans needed for contract calculation, construction and commissioning. The indicative target timetable for the project is: project planning 2027, implementation planning 2028, contract calculation and contractor selection 2028, construction 2029-2030. This notice is a market dialogue and not a contract notice. The purpose of the market dialogue shall be to: present the planned procurement package, receive comments from the market on the draft invitation to tender, assess the scope of the design tasks, assess the appropriateness of the qualification and reference requirements, assess the realistic nature of the planning and implementation schedule, assess the functioning of the tender form and the price comparison model, and identify any conditions or requirements that unnecessarily restrict competition. Participation in the market dialogue shall not bind the participant to participate in a subsequent call for tenders or the subscriber to carry out the procurement in the form presented. Feedback from the market dialogue may be taken into account in the further preparation of tender documentation. Draft procurement documents are published for the purpose of market dialogue.
