This is a request for an opinion concerning the tendering of asphalt plasters planned by the City of Turku, the estimated contract period of which will begin on 1 May 2027. The contracting entity does not undertake to carry out the procurement on the basis of a market prospection, and the descriptions / specifications presented do not bind the client. We would like to request your opinion on the impact on business of the planned acquisition via the form available at the following link: https://forms.office.com/e/JZ5C8dPLmS A market prospection for the procurement is planned for 31.10.2026. The procurement services of the City of Turku's corporate administration will tender out the asphalt plating work of the City of Turku, Port of Turku Ltd, Kaarea Ltd, TVT Asunnot Ltd and Kuntec Ltd at unit prices (€/square, €/tonne, €/hour) for the contract period 1.5.2027 - 30.4.2030, after which the contract can be awarded by decision of the client for the period 1.5.2030 - 30.4.2032. The option is about the Subscriber's right, not an obligation. The asphalt plating work is divided into three sub-components as follows: 1) Sub-assembly 1 over 750 m2 paving work 2) Sub-assembly 2 100-750 m2 paving work 3) Sub-assembly 3 under 100 m2 paving work One supplier is selected for each sub-assembly. The tenderer must have the capacity to provide the service from 1 May 2027 at the latest. The service provided must meet all the criteria and requirements set out in the invitation to tender for the subject of the contract. The estimated value of the acquisition is approximately EUR 18.0 million. The enclosed presentation describes in more detail the ecological, social and procurement-related criteria designed for the procurement. On the basis of the Act on the Openness of Government Activities, responses are, as a rule, public after the conclusion of a contract. Efforts must therefore be made to ensure that replies do not contain business or professional secrets. If it is necessary to include trade secrets in responses, they must be marked as trade secrets in the Tarjouspalvelu.fi supplier portal when replying to a request for information. If the annexes to the replies contain confidential information, the annexes must clearly and unambiguously indicate to what extent they contain business secrets. If the information provided in the responses is not marked as a trade secret, the contracting entity treats it, in principle, as a so-called public party. The contracting entity will consider, on a case-by-case basis, whether information reported as business or professional secrets is confidential by law.
