Any other joint civil engineering site operators may use the framework agreement only when participating in the projects of the parties to the actual procurement ring and do not have an independent right to place orders. Some of the annexes to the invitation to tender are component-specific and these annexes are marked with the corresponding component identifier (OA1, OA2 or OA3). If there is no component identifier in the Annex, the Annex shall be common to all components. The estimated value of the framework agreement excluding VAT for the entire contract period (including possible option periods) is EUR 37 450 000 and the maximum value excluding VAT is EUR 46 700 000., Component 1: General and building design, extensive or demanding design packages The subject of the procurement is described in the "Description of the service" appendix to the invitation to tender. Five (5) suppliers will be selected for Component 1 unless there are fewer eligible tenderers and fewer admissible tenders. The selection will be based on the criterion of overall economic advantage based on the best price-quality ratio as follows: - Price, weight 30% - Quality, weight 70% If two or more tenderers score the same overall score in the comparison: - preference shall be given to the tenderer with higher quality scores - if both the quality reference points and the price points are the same, the ranking shall be determined by drawing lots. The estimated value excluding VAT for component 1 for the entire contract period (including possible option periods) is EUR 27 300 000 and the maximum value excluding VAT is EUR 34 100 000.
