Following a request for information, the procurement is likely to be subject to a separate call for tenders. The object of the procurement is the transport of the City of Helsinki's social welfare, health care and rescue services. According to the preliminary plan, the acquisition includes the provision of regular group transport of customers from their homes or, during care periods, from foster families to various branches, housing units, day and work activities and other services and back. Customers to be transported may need individual support, an accessible vehicle or other special consideration during transportation. Transportation routes, schedules, customer numbers and equipment needs may change during the contract period due to customer service needs or changes in the branch network. The preliminary objective of the procurement is to form a functional, customer-safe and cost-effective service package that: • to ensure the uninterrupted and timely implementation of transport operations • to meet the individual needs of different customer groups • to enable the appropriate planning of routes and transport packages • to ensure sufficient, suitable and reliable fleet of vehicles • to ensure sufficient competence of drivers and other personnel involved in the service • to support environmentally responsible and low-emission operations • to enable the controlled development of the service and changes during the contract period. The final content, scope, structure and manner of implementation of the procurement shall be determined as the preparation of the procurement progresses. Market participants responding to the request for information are requested to submit a free-form written statement by e-mail to [email protected] by 13 October 2026 at 12:00 noon at the latest.
