Market dialogue regarding open services at primary health care service points of Kanta-Häme wellbeing area

Respondents are asked to describe what kind of service concept/operational model and the division of roles and work between the parties could be used to implement the services, as well as what kind of pricing model and indicative price level would accompany the proposal. The services, service points and starting points presented in the appendix serve as a basis for market dialogue, but respondents can also present alternative implementation models or service packages with justifications. At the same time, the wellbeing services county seeks views and proposals on a functioning partnership model and the technical implementation of a potential procurement, and identifies from the answers opportunities for developing its own service production. The aim is to form an understanding of possible production methods and their impact on own production. This is not a call for competition, a prior information notice, a call for tenders or a contract notice, but a preliminary market consultation. Market dialogue does not bind the respondents or the Kanta-Häme wellbeing services county to a subsequent procurement or agreement. No remuneration or fee shall be paid for responding to a market dialogue. Deloitte Oy processes and analyses the responses to the market dialogue. Responses are processed in accordance with the Act on the Openness of Government Activities (621/1999) and other applicable legislation. Respondents are asked to clearly indicate any business secrets or other information they consider confidential. The survey summary and key findings are used in the production method analysis. The key findings of the survey are taken into account in the production method analysis report compiled in such a way that individual responses are not recognisably linked to a specific respondent. Organisations involved in the market dialogue may, however, be identified together with the final report. The regional government of the Kanta-Häme wellbeing services county will discuss the results of the production method analysis in November 2026. Participants in the market dialogue will not be provided with a separate compilation or summary of the responses received.
