BACKGROUND The cities of both Lahti and Kuopio currently operate public bike-sharing systems and are preparing for the next contract periods. Lahti and Kuopio are regional cities of comparable size and have experience in operating similar electrically assisted bike-sharing systems. This provides an opportunity to explore the possibility of joint procurement while enabling the contracting authorities to benefit from shared experience, common requirements, and potential economies of scale. The aim of both cities is to procure a flexible, reliable, and user-friendly bike-sharing service, with the possibility of including the surrounding municipalities of both city regions. PARTICIPATION IN MARKET DIALOGUE We kindly ask interested operators to select three preferred time slots from the list below and submit their preferences by email to [email protected] no later than 9th of October 2026. After registration, participants will receive a Microsoft Teams invitation, meeting agenda and preliminary questions, which we kindly ask them to review before the meeting. As part of the preparation of the procurement, we invite the industry to participate in the market dialogue. The aim of the market dialogue is to identify the solutions available on the market and the views of service providers, and to discuss the objectives and preliminary requirements of contracting entities. At the same time, feedback is collected to support the preparation of future procurement in order to make the procurement process as functional, transparent and competitive as possible. The purpose of the market dialogue is to support the preparation of a possible future procurement. Participation is voluntary and not binding on either party. Participation in the market dialogue is not a condition for participation in a subsequent tendering procedure and does not confer an advantage on the participant in the event of a tendering procedure. Contracting entities shall not be obliged to carry out the procurement or to take into account the views expressed in the market dialogue. Participation shall not be remunerated. Issued
