The object of the procurement is procured for the needs of the contracting entity and for the needs of subsidiaries of the contracting entity that meet the definition of an in-house entity referred to in the Procurement Act. For greater certainty, at the time of publication of the contract notice, the contracting entity does not have such in-house entities. However, affiliated entities can be established later, for example, in a situation where the wellbeing services county would incorporate part of its operations. The procurement package includes the delivery of the solution package, support and maintenance services for the solution, further development and expert services. The bidder must offer the whole.
