Purchase of a regional city bike system The target of the procurement is a comprehensive city bike service for the use of the City of Tampere and the municipality of Pirkkala. The city bike service that is the subject of the procurement includes the delivery and maintenance of the overall service for the duration of the contract. In addition to the delivery of city bikes and station structures, the service to be procured includes their servicing and maintenance, the transfer of bikes from one station to another, the transfer of bikes and possible station structures to the warehouse and storage during the months when the city bike service is not in use, the IT system and customer service throughout the contract period. … City of Tampere will conclude a framework agreement with the selected supplier on behalf of the municipality of Pirkkala. During the duration of the framework agreement, it is possible for the City of Tampere and the municipality of Pirkkala to decide on and conclude their own procurement contracts for the implementation of the city bike service with the selected supplier in accordance with the terms and conditions presented in the context of this call for tenders. If the City of Tampere does not make a procurement decision on the implementation of the city bike service, the municipality of Pirkkala cannot make use of the framework agreement in question either. The aim of the contracting entities involved in the procurement (Tampere and Pirkkala) is that the city bike service will start simultaneously in the spring of 2028. However, municipalities can start using the city bike service at different times. The goal of the city bike service is to normalize bike traffic and sustainable mobility, and to enable a sustainable, affordable, easy and fun way to move. The city bike service is part of the public transport offering: it facilitates travel chains by providing a good connection to public transport backbone lines, but at the same time it serves as an independent service to make the journey from start to finish. It is particularly important that the service is one and the same for the user, even if the service is available in two municipalities. This means that the user can use city bikes in all the municipalities where the city bikes are used with a single purchase, and that the technology and intervention logic of the city bikes are the same everywhere. Users can make trips across municipal boundaries. Of the municipalities involved in the procurement, only Tampere currently uses a city bike service. Tampere City Bike Service was introduced in 2021 and currently includes 700 mechanical bikes. The bikes have smart locks, and the use of the service is based on a city bike application provided by the Supplier, which allows users to register as users of the service, buy the right to use the service, and can start and end trips. The stations of the current city bike service are so-called virtual stations, i.e. they are based on geo-blocking. Some stations have fixed infrastructure, e.g. bike rack and/or information board. The current city bike service will be discontinued at the end of 2027 and the contract period will end on 28 February 2028.
