The goal of human capacity management is to ensure that the expertise and resources available to the organization are focused on the right tasks at the right time, according to both current and future customer needs. Expert services support the operations of the Service Delivery Unit, the development of operating models, the proactive management of capacity and the efficient and transparent utilisation of resources throughout the organisation. The target of the procurement is an expert service for personnel capacity management, which covers tasks related to capacity management development, deployment and operational and tactical support. The service is produced as expert work and it is mainly implemented as assignment-specific work orders within the framework agreement. The service can include both development-oriented consulting and practical operational support. INSTRUCTIONS FOR RESPONSIBILITY. The market dialogue will take the form of a written commentary on sketchy materials. Attached to this note are draft tender materials and detailed instructions on how to respond to the dialogue. Tenderers are invited to submit their comments on the Notice of Dialogue by uploading their replies in accordance with the instructions set out in the Notice by the deadline. Replies will be treated confidentially. We kindly ask you to submit your reply by the deadline. We hope that the answers will be submitted with the appendix in Finnish, according to the instructions, so that their processing is as smooth as possible. If you wish, you can also attach brochures or other material in Finnish that supports the content of your reply. All the responses received will be taken into account in the preparation of the call for tenders and will be an important part of the overall understanding. Please note that the information provided in this notice, descriptions of the contents and estimates of the time of publication of the tendering procedure are only preliminary and indicative. The final timetables will be specified as the preparations progress. ADDITIONAL INFORMATION: If the Subscriber considers it necessary, it may, after a technical market dialogue, organise remote market dialogues with the responding bidders. If market dialogues are organised, they will take place in Finnish. Istekki will inform the companies participating in the events of the more detailed schedules and the Teams‑ meeting link later. Please note that this notice does not oblige Istekki Oy to carry out the procurement in the manner set out in this document or its annexes. Any invitation to tender may also be waived. There is no separate fee for responding or attending any demonstrations. We would also like to mention that this is a notice of market dialogue, not a prior information notice, a contract notice or a call for tenders. The purpose is to get acquainted with the market situation and collect information related to the subject matter of the procurement to support the planning of future tendering. The response is voluntary and is not a condition for participating in a possible call for tenders or a requirement for Istekki to publish a tender.
