… The connection and paving work of the Sörnäisten rantatie and Vilhonvuorenkatu junctions, excluding 295 water supply and municipal engineering, must be completed and in operable condition by 30 December 2026 at the latest. The works in accordance with the contract documents must be ready and received and the inspections required by the authorities and the inspection bodies must have been satisfactorily held on 29 October 2027. The form of the contract is a total contract in which the contractor selected for the work acts as the main contractor within the meaning of YSE and legislation. On 7 March 2017, the CIS parties entered into a cooperation agreement under the name ‘common municipal engineering site’, in which the City of Helsinki was designated as the ‘main contractor’ and the other contracting parties as the ‘subscribers’. In this agreement, the CIS Parties have agreed, among other things, on the appointment of a joint security coordinator in accordance with VNa 205/2009. From the ‘subscribers’ of the CIS site, all the responsibilities of the principal contractor mentioned in the commercial documents of that contract are transferred to the principal contractor. Section 1.7 of the Works Programme lists the developer's CIS parties, separate contracts and Section 1.8 lists the developer's other procurements. In addition, the procurement limits of the CIS parties are specified in the Works Limits Annex. In addition to the works according to the plans mentioned in the list of documents, the contract includes site management duties and site services, which also apply to the separate contracts in section 3.4 and the separate procurements of the developer and the procurement limits of the CIS parties set out in the Work Limits Annex. The work is carried out as a total price contract. The site will be fully implemented as a low-emission construction site, the requirements of which can be found in the Work Limits Annex. The amounts indicated in the plans are not binding on the subscriber. The contract will be awarded to the tenderer offering the most economically advantageous tender. The most economically advantageous tender shall be the lowest priced tender meeting the tenderer's suitability requirements set by the developer. The subcontractor/subcontractor of the contractor with a contractual relationship with the client has the right to subcontract the work. It is not possible to chain the procurement/contract further than this without a particularly justified reason and the written consent of the client/builder must be obtained.,
