Moorable survey buoys for open sea conditions PRELIMINARY SCOPE OF THE PROCUREMENT The subject of the preliminary procurement is moorable survey buoys suitable for open sea and archipelago conditions. This preliminary procurement is part of the NEMESIS (Networked Environmental Monitoring and Evaluation System for Intelligent Surveillance) project: see https://www.turkuamk.fi/en/project/networked-environmental-monitoring-and-evaluation-system-for-intelligent-surveillance-nemesis/ GENERAL This Prior Information Notice (hereafter referred to as the "notice") is not a procurement announcement or a Call for Tenders, nor does its publication initiate a tendering procedure. The purpose of this notice is to identify potential suppliers operating in the market and their offerings. Responding or not responding to this notice does not prevent participation in a possible future procurement process. MARKET DIALOGUE Turun Ammattikorkeakoulu Oy/Turku University of Applied Sciences (also the Contracting Authority) is planning to carry out a procurement of moorable survey buoys for research purposes, designed for operation in open sea and archipelago conditions. The procurement covers measurement buoys, associated sensors and accessories, as well as continuous operation related data transfer services. The Contracting Authority reserves the right to conduct potential market dialogue in the form of written comments on draft tender documents. At this stage, no company-specific meetings are planned. However, the Contracting Authority reserves the right to arrange company-specific meetings (via Microsoft Teams) if deemed necessary. The opportunity to comment on the draft tender documents is preliminarily planned to be arranged once before the publication of the final Call for Tenders, regardless of the format. Any market dialogue will be conducted in English or Finnish, and all related materials will be provided only in English. No compensation will be paid for participation in the market dialogue. Hansel Oy will act in a consultative role in the procurement process. REGISTRATION FOR THE MARKET DIALOGUE Companies interested in the procurement are requested to respond to the market survey by 12:00 (Finnish time) on 28 September 2026 via email to [email protected].
