Työnantajan lakisääteinen muutosturvavalmennus Hankittavan palvelun tavoitteena on tukea irtisanottujen henkilöiden työnhakua, työllistymistä ja uudelleentyöllistymistä. Muutosturvavalmennukseen osallistuminen perustuu aina henkilön omaan harkintaan. Kymenlaakson hyvinvointialue tarjoaa palvelua siihen oikeutetuille henkilöille, mutta jokainen päättää itse palveluun osallistumisesta sekä osallistumisen laajuudesta. Hankintayksikkö ei sitoudu vähimmäisostomäärään. Palveluntuottaja laskuttaa ainoastaan toteutuneista ja dokumentoiduista valmennuksista. Laskutuksen perusteena ovat toteutuneet valmennustunnit ja osallistujakohtaiset valmennussuunnitelmat, jotka on hyväksytty sopimuksen mukaisesti. Hankinnan kohteena on kokonaispalvelu, jossa palveluntuottaja vastaa: • valmennuksen suunnittelusta ja toteutuksesta • yksilöllisestä uravalmennuksesta • valmennuksen seurannasta ja raportoinnista Muutosturvavalmennuksen järjestämisvelvollisuus perustuu työsopimuslain (55/2001) 7 luvun 13 §:ään sekä kunnan ja hyvinvointialueen viranhaltijasta annetun lain (304/2003) 37 b §:ään (1469/2016).
