Manillan laiturin rakentaminen ja Itäisen rantakadun katusaneeraus välillä Tervahovinkatu - Purserinpolku Urakka on kokonaishintaperusteinen kokonaisurakka, joka sisältää yksikköhintaisia osia. Nykyinen Manillan puulaituri puretaan ja tilalle rakennetaan uusi betoninen rantamuuri, jolla rantakaista nostetaan nykyiseen katutasoon. Puulaiturin edustalla oleva nykyinen ponttonilaituri siirretään takaisin alkuperäiseen sijaintiinsa Sotalaisenkadun kohdalle. Laiturin pintarakenteet ja varusteet ennallistetaan osana hankintaa. Uuden betonisen rantamuurin joen puoleinen pinta verhoillaan taideteoksella. Rantamuurin alajuoksun puolelle, Merimiehenkadun kohdalle, toteutetaan istuskeluportaat sekä kulkuyhteys urakkaan sisältyvälle uudelle ponttonilaiturille, joka palvelee pienveneliikennettä.
