Market Dialogue – AI-Based Analysis of Building Permit and Geographic information use cases NOW IS YOUR CHANCE TO INFLUENCE THE PROCUREMENT DURING THE MARKET CONSULTATION PHASE! The main applicant and administrator of the project is the Urban Environment Division of the City of Lappeenranta. In addition to the City of Lappeenranta, the project includes the cities of Turku, Vaasa, Kouvola, Oulu, Espoo, Kokkola, Tampere, Järvenpää and Helsinki. For the planning of this AI project, the municipalities have invited the Ministry of the Environment, Senate Properties, the Association of Finnish Cities and Municipalities (AFCM), universities, and other Finnish, European and international public organisations to participate in stakeholder cooperation. The main driving force behind the need for a new AI service is the national need for the use of data analysis models arising from the reform of the Building Act and Decree. In Finland, the new Building Act was adopted by the Parliament in February 2023. With this market survey, the Municipalities AI development project is identifying markets and potential suppliers to identify an AI service for automatic inspection and building control use cases for buildings, built environment and Geographic information. For a more detailed description of the requirements of the solution sought, please refer to the 'Description of the Acquisition' section of this notice. This notice does not call for tenders or requests for participation. Company-specific interviews via teams will be held via Teams during October – November 2026. The organizer reserves the right to record the event if needed. For companies who are interested in participating in the interviews and market dialogue please provide your answers to given pre-questions by latest by October 07, 2026. The contracting entity reserves the possibility of inviting the companies that have expressed interest to present their products or solutions at company-specific events and to send a possible draft invitation to tender for comments to interested companies before the possible publication of the actual contract notice or tender. The aim is to organize possible company-specific presentation events during October 2026 (in principle remotely). The timetables and other information provided in this notice, such as the planned market dialogue, are preliminary and indicative and may change as the preparation of the notification progresses. The information provided is not binding on the contracting entity. Failure to respond to the market survey will not prevent a supplier from participating in a potential tender and will not affect the supplier's position in the actual tender. This notice does not call for tenders or requests for participation. The market survey is accompanied by an invitation to a market survey, where the contracting entity can conduct a market dialogue with the operators that have expressed an interest. The outcome of this market survey will be used by the municipalities and stakeholders in Finland, such as ministries, to prepare a separate development project and a competitive tendering process for the procurement of suitable products according to the market.
