Palvelun tulee täyttää Euroopan unionin suoraan velvoittavien säädösten, Suomen lakien ja asetusten sekä viranomaisten antamat määräykset. Tarjous on sitova ja se tulee laatia suomen kielellä. Hankintaprosessi on kokonaisuudessaan suomenkielinen.,
