Hankinnan kohteena on Tieto Finland Oy:n toimittama sosiaalihuollon asumisen laskutuksen ratkaisun osana asiakastietojärjestelmä Lifecare sosiaalihuoltoa. Sopimusalkaa 1.10.2026 ja on voimassa toistaiseksi. Ratkaisun avulla Asumispalveluiden laskutus -ominaisuudella muodostetaan laskutustapahtumat asiakas- ja organisaatiolaskutukseen Tuottajan työpöytä -ratkaisussa. Laskutusratkaisu sisältää maksupäätös toiminnallisuudet, jotka tukevat asumispalveluiden maksupäätöksien tekemistä. Hankittava ratkaisu toteutetaan Tieto Finland Oy:n toimesta osana käytössä olevaa Lifecare asiakastietotietojärjestelmää. Asumispalveluiden laskutuksen toiminnallisuus täydentää aiemmin julkaistua Lifecare Sosiaalihuollon laskutus – Kotihoidon laskutus -ratkaisua. Asumispalveluiden laskutus on erikseen hankittava lisäarvotuote. Tuotteen toiminnallisuudet vaativat sosiaalihuollon Lifecare Tuottajan työpöytä ja Kotihoidon työpöytä -ratkaisujen hankkimista. Hankinta toteutetaan asiakas- ja potilastietojärjestelmät toimittavalta Tieto Finland Oy:ltä hankintalain 40 § 2 momenttiin perustuvana suorahankintana. Teknisestä tai yksinoikeuden suojaamiseen liittyvästä syystä vain Tieto Finland Oy voi toteuttaa hankinnan. Järkeviä vaihtoehtoisia tai korvaavia ratkaisuja ei ole eikä kilpailun puuttuminen johdu hankinnan ehtojen keinotekoisesta kaventamisesta. Ainoastaan järjestelmätoimittaja Tieto Finland Oy pystyy tekemään tarvittavia muutoksia toimittamaansa ja käytössä olevaan järjestelmään.
