Hankintajärjestelmän aikana toimittaja voi osallistua vain sellaisten osa-alueiden hankintoihin, joihin sen osallistumishakemus on hyväksytty. Dynaamisen hankintajärjestelmän aikana kaikki hankinnasta kiinnostuneet tarjoajat voivat hakea osallistumista järjestelmään täyttämällä hankintayksikön asettamat vähimmäisvaatimukset.
