Lääketietovarannon kehittämisen DPS FIMEA (myöh. tilaaja) perustaa hankintalain 49 §:n mukaisen dynaamisen hankintajärjestelmän, jonka sisällä tullaan kilpailuttamaan Tilaajalle lääketietovarannon kehittämiseen liittyviä asiantuntijapalveluita. Osana asiantuntijapalveluja voidaan pienimuotoisesti hankkia myös lääketietovarannon kehittämiseen liittyviä lisenssejä ja käyttöoikeuksia. Hankintaan sisältyvät tarvittavat toimitus- ja käyttöönottoprojektit sekä tarvittavat ylläpito- ja tuki- ja kehittämispalvelut. Lisäksi dynaamisen hankintajärjestelmän sisällä voidaan kilpailuttaa erikseen lääketietovarantoon liittyviä muita asiantuntijapalveluita. Dynaaminen hankintajärjestelmä on voimassa 31.12.2035 saakka. Tilaajalla on oikeus keskeyttää dynaaminen hankintajärjestelmä kesken sen voimassaolon. Tilaajalla on myös oikeus, milloin tahansa dynaamisen hankintajärjestelmän keston aikana sulkea järjestelmä tilapäisesti esimerkiksi loma-ajaksi, tai muuksi sellaiseksi ajaksi, jolloin hankintoja ei tehdä ja uusien osallistumishakemusten käsittely voidaan siirtää myöhemmäksi. Hankintailmoituksen ensisijainen kieli on suomi ja hankinta-asiakirjat ovat saatavilla suomen kielellä. Tilaaja on kääntänyt osallistumishakemuksen joiltakin osin englannin kielelle kansainvälisten tarjoajien osallistumisen mahdollistamiseksi. Mikäli suomenkielisen ja englanninkielisen hankinta- asiakirjan välillä on ristiriitaa, suomenkielinen hankinta-asiakirja on ensisijainen. Osallistumishakemus on tehtävä suomen kielellä.
